About the Speaker

Mr. Chrysogonous Fangonil Herrera

Senior Vice President for Commercial Planning, MERALCO PowerGen Corporation 

Chrys Herrera has over 40 years experience in the Philippine power industry and regards the following as his areas of expertise: (a) utility finance and economics, (b) power origination and marketing, (c) power system operation, (d) development of private sector participation in power generation and distribution, (e) financial planning and analysis, and, (f) risk management.

He worked at the National Power Corporation (NPC) from 1976 to 1992 where his rise from the ranks had been phenomenal. As an engineer, he became the youngest Area Manager of NPC in charge of the operation of lines and substations in Region 2. He held various positions in Operations, Economics and Finance and became NPC’s youngest-ever Vice President. These postings provided well-rounded exposure and multi-discipline experience in a large organization in a responsible capacity to lead and innovate. During his tenure as CFO, a time wrought by financial crisis because of the country’s moratorium on debt payment, he was, nonetheless, able to raise several loans aggregating $ 1.3 Billion. As CFO he also introduced innovative approaches to finance NPC’s expansion program: (a) a successful bond flotation; (b) several Bid-plus-Financing with non-repayable grants; and (c) a maiden off-balance sheet financing by way of Build-Operate-Transfer (BOT) scheme. Parenthetically, the maiden BOT project, the Navotas 200 MW Gas Turbine Plant, is also ASEAN’s first successful power generation BOT. He was also instrumental in the creation of the Fuel Management Group and the Risk Management Department of NPC.

He joined the private sector in 1992 and successfully negotiated and secured a Build-Own-Operate (BOO) contract for a 58 MW diesel plant, the first plant in the Philippines to be capitalized purely on project financing (i.e., without any Government Performance Undertaking). His various stints in the private sector involved the development of generation projects, indigenous coal, and other infrastructure projects, development of private sector participation in the operation and capitalization of distribution utilities, development and execution of brand and marketing strategy in the power supply market.

Atty. Teresa Ira Maris P. Guanzon

Deputy Director, Senate of the Philippines, Committee on Energy 

Teresa Ira Maris P. Guanzon is a public policy lawyer with a special interest in energy.  She is currently the Deputy Director of the Senate Committee on Energy.  She was previously the Senior Policy Advisor on the Energy Reform Project of SSG Advisors, LLC.  She also served as the Policy Development and Advisory Associate of UPecon Foundation – Energy Policy and Development Program.  In addition to the Senate, her government experience includes the Supreme Court of the Philippines and the House of Representatives.  She obtained her MA in Economics and Juris Doctor degrees from the University of the Philippines.

USec.  Jesus Posadas

Undersecretary, Department of Energy

Jesus Cristino Posadas is currently one of the Undersecretaries of the Department of Energy who handles the Energy Utilization Management Bureau (EUMB), Energy Policy Planning Bureau (EPPB), and Investment Promotion Office.


USec. Jess is a graduate of Bachelor of Science in Mechanical Engineering from the University of the Philippines in 1971 and earned his Master of Business Administration from the De La Salle Graduate School of Business in 1977.


After his retirement from San Miguel Corporation in 1977, USec. Jess has been engaged in various energy related corporations such as Kaltimex Energy Phils, Inc, and Sikar Farner Corporations, among others.
